i have a fu 15 a transmitter that has stopped transmitting it will com on  make like 10 watts into a watt meter but no freq. what is the cause of this?

I bought on May 31, 2015 a FMUSER CZH-15A FU-15A. 
Paypal Transaction ID: 16876834DT139745K  now for some reason the transmitter is not working properly. My questions are still in warranty? or I need to send it to repair or I need to buy a new one?
