President Bachelet promulgated the Law on Television Digital

Como una ley que permite al país dar un salto enorme en materia de televisión fue presentada, este 22 de mayo por la Presidenta Michelle Bachelet, el escrito que permitirá la introducción definitiva de la televisión digital terrestre en nuestro territorio.

En un acto donde estuvieron tanto el Ministro de Transportes y Telecomunicaciones, Andrés Goméz-Lobo, como el Subsecretario de Telecomunicaciones, Pedro Huichalaf, la mandataria destacó que “la sociedad chilena está hoy más atenta a la calidad y asume que la televisión cumple un importante rol público. La mejor prueba de ello es lo que sucedió durante la discusión de esta ley donde vimos una amplia participación de organizaciones ligadas a la televisión, al mundo audiovisual y a la ciudadanía que hicieron de este tema una causa fundamental. Quiero valorar este trabajo democrático de propuesta cívica.”

Para la presidenta, el paso a la TVD es un salto aún más importante que el de la transmisiones del blanco y negro al color porque “en el mismo espectro en el que hoy transmite un canal de televisión, en el nuevo sistema se podrán emitir hasta 6 señales” ampliando de esta forma las posibilidades de canales de una manera que hasta ahora no fue vista en Chile.

Ningún titular actual de una concesión activa podrá acceder a una segunda concesión y con esos propiciamos el ingreso de nuevos operadores” agregó la Presidenta al anunciar, también que la ley de Televisión Digital se reserva 40% del espectro para canales regionales, locales y comunitarios y 2 señales para contenido cultural y educativo.

Por otra parte, para lo que se ha denominado el “correcto funcionamiento de la televisión” se ha establecido, además, reforzar el rol del Consejo Nacional de Televisión que deberá proteger y cautelar cuestiones esenciales para la sociedad tales como el pluralismo, la diversidad cultural y de género, la paz, el desarrollo regional, el cuidado del medio ambiente, la formación intelectual y espiritual, la expresión de los pueblos indígenas e igualdad de derecho y trato, de acuerdo a las palabras de la Jefa de Estado.

En relación a la puesta en marcha e implementación del sistema hasta completar el “apagón analógico”, la ley contempla un plazo de 5 años para dicha transición, periodo que trataran de acortar, según el Subsecretario de Telecomunicacines Pedro Huichalaf.
